Planning and Programming Rules - Public Input
On July 30, 2009, the Texas Transportation Commission created the
Transportation Planning and Project Development Rulemaking Advisory
Committee made up of representatives from metropolitan planning
organizations (MPOs), local government, transit organizations,
tolling authorities and the Federal Highway Administration.
Based on input from the Committee, TxDOT drafted
new planning and programming rules and adopted them August 26,
2010. They contain these four subchapters:
- Subchapter A "Transportation Planning"
includes requirements for the development of long-range 20+ year
transportation plans for all modes of transportation;
- Subchapter B "Transportation Programming"
includes requirements for the development of financially
constrained four and ten year programs that identify and
authorize the construction of specific transportation projects;
- Subchapter C "Transportation Funding" includes
requirements for long-term funding assumptions applicable to
both TxDOT and MPOs, extended cash flow forecasting,
classification of TxDOT's program funding categories,
establishment of certain funding formulas and the allocation of
funds to TxDOT districts and MPOs;
- Subchapter D "Project and Performance Reporting"
includes requirements for the establishment of an information
system that will quantify and report the on-time and on-budget
delivery status of individual transportation projects.
