Carlos T. Rawson, P.E. Carol T. Rawson, P.E., is the director of the Traffic Operations Division. She was named division director on March 1, 2010. She has served as the division's deputy director since 1999.

Rawson began her TxDOT career in the department's Design Division in 1986. She then joined the newly formed Traffic Management Section of the Maintenance and Operations Division where she was a key contributor in the development of the department’s Intelligent Transportation System initiative. She later served as the branch manager of Field Coordination in the division’s Traffic Engineering Section.

Knowledgeable in all phases of transportation operations, Rawson also has extensive experience in the management of large information technology projects.

She received her bachelor’s degree in civil engineering from the University of Texas at Austin in 1986 and was licensed as a professional engineer in 1990.

She and her husband, Brian, have three children.
